Allen Dean Foster was born to Delos and Deloris (Crown) Foster on September 30, 1944; he peacefully passed away on Thursday, July 16, 2026. Allen was educated K-12 in Wall and graduated from high school in 1962. Allen graduated from the School of Mines in 1966 with a degree in Civil Engineering. Afterward, he moved to Pierre and worked for the SD Department of Health which required him to travel extensively in South Dakota. He became familiar with many towns—probably some most haven’t even heard of. In 1973 he started a long career at FMG Engineering and later became a partner and president. He retired in 2015.
Allen married Anne Schroeder, the love of his life, on June 13, 1970 at St. Patrick’s Church in Wall. Allen and Anne have lived in Rapid City, SD since 1971. In 1972 during the flood, they evacuated their first home because of high water. Fortunately, it was located on the north side of Jackson Blvd. and was spared. In 1980, they moved to “high ground” and lived in that home for 38 years until they moved to St. Martin Village in November 2018. Allen was instrumental in the design of St. Martin Village, especially their twinhome.
Allen started hunting in his youth; he enjoyed hunting deer, antelope, elk, and turkey for many years until unable to do it. Allen liked to watch televised sports, especially baseball and football; his favorite teams were the Rockies and the Broncos. Allen also enjoyed watching his grandchildren participate in their activities. Before the Pandemic, Allen and Anne enjoyed going to Deadwood and Las Vegas. During the pandemic, they put together ten 1000-piece jigsaw puzzles; afterward, working on puzzles became a hobby they did in their spare time.
Family meant everything to Allen. Survivors include Anne, his wife of 56 years; two children and four grandchildren: a daughter, Juli (Dan) Green and their children Connor and Dylan; a son, Steve (Alexandra) and their children Sofia and Maddy; his brother, Jerry (Sue) and their children Megan and Luke; his sister, Karen (Gary) Holst; two brothers-in-law, Cletus (Irene) Schroeder and Veryl (Juanita) Schroeder; three sisters-in-law, Rosemary Swanson, Cathy (Dan) Harrington, and Terry Schroeder and their children; and numerous cousins and friends.
He was preceded in death by his parents and grandparents; and a brother-in-law, Gus Swanson.
In conclusion, Allen would like to remind everyone, “It’s a concrete sidewalk—not cement!”

Visitation will be held 5-7 p.m. on Tuesday, July 21, at Behrens-Wilson Funeral Home (632 St. Francis St.) in Rapid City.
Funeral Services will be held 10:00 a.m. Wednesday, July 22, at St. Therese the Little Flower Catholic Church (532 Adams St.) in Rapid City.
Following the luncheon at the church, private family graveside services will be held at the Wall Cemetery.
