Victor was born April 15, 1938, in Wagner, South Dakota, the son of Charles Virgil and Julia M. (Petersen) O'Brien. He enlisted in the US Air Force, serving from 1956-1960. Vic lived various places throughout his life, eventually settling in Wall, South Dakota.
While in Wall, he worked for Wall Refuse, the Wall Meat Locker, and the Badlands Bar.

Survivors include one son Brent (Angie) O'Brien of Mitchell; three daughters Vickie (Butch) Weinberg of Mitchell, Karen (Brad) Feterl of Mitchell, and Linda (Wayne) King of Sioux Falls; two grandchildren Chasity Kleinschmidt of Mitchell, and Gregory (Amanda) O'Brien of Sioux Falls; several great-grandchildren; a step-son Ray Royer of Rapid City; and a host of other relatives and friends.

Vic was preceded in death by his parents Charles and Julia O'Brien; his siblings; and a special friend Bonnie Royer.

Private graveside services will be held at Black Hills National Cemetery near Sturgis.
